The bonus is cleared at a rate of $1 per 10 poker points collected, then released in $10 increments.
Every raked poker hand is worth 1 point. A raked hand is one that rakes at least $1. A hand that rakes less than $1 awards partial points.
True Poker does apply a 27% bonus deduction from your Rakeback.
If you receive a $100 bonus, $27 will be deducted from your Rakeback earnings to cover 27% of the bonus before any Rakeback is actually paid.
